1 Discipline

The discipline policy will come in to effect whenever a complaint is made to a club official.  Infractions will be addressed within 7 days of the complaint.  Some examples of behavior requiring disciplinary review include (but are not limited to):

  • Inappropriate spectator behavior (see Spectator and Parent Behavior Policy).
  • Inappropriate player behavior (see Player Behavior Policy)
  • Inappropriate coach behavior (see Coach Behavior Policy)

The Disciplinary Procedure is as follows:

  • The coach/parent lodging the complaint will discuss the facts with President and Executive Director.
  • Representation for the accused can be submitted in writing or made in person.

The club management will issue one of the following consequences for players, coaches and/or spectators:

  • No consequence
  • Written warning
  • Suspension
  • 1 session suspension (playing or attending practice)
  • Multiple session suspension – number to be determined
  • Indefinite suspension (subject to review after 6 months)
  • Permanent suspension

Consequences passed down from the board are in effect immediately.  Player, parent, coach or spectator can request a personal meeting to protest the suspension period. The meeting will occur within 14 days of the request.

2 Spectator & Parent Behavior

Behavior of spectators is the responsibility of all club members – firstly the parents and secondly the coaching team.  It is imperative that parents, grandparents, siblings and other spectators behave impeccably before, during and after a game or practice.  PRFC prioritizes behavior of all members and spectators and will not tolerate anti-social or abusive behavior directed towards players, coaches, officials or other parents and families.  Conduct is governed by the following:

  • Be respectful, courteous, and fair with all PRFC players, their parents, and the coach’s at all games, practices and other events.
  • Be respectful and courteous to referees and opponents (including their parents and coaches) at all games.  This means parents must not use abusive language or gestures, make threatening comments, or physically abuse anyone.
  • Parents and coaches are also responsible for the actions of the player’s parents and must ask anyone violating rules of conduct to immediately leave the field.

Procedure is as follows in the event of a spectator breaching the spectator policy:

  • In the event the perpetrator is being critical of a player, coach, referee or other parents, a member of the club should ask the perpetrator to cease their behavior.  This action is reported to Director of Coaching
  • In the event the perpetrator uses profanity, he/she is asked to leave the field by a member of the club.  This action is reported to Director of Coaching and Executive Director
  • In the event the perpetrator physically abuses a player, coach, official, parent or other spectator, he/she is asked to leave the field and a member of the club should call the police.  This action is reported to President, Director of Coaching and Executive Director.
  • A number of sanctions are available to the club as a consequence of these actions (see Discipline Policy).

3 Insurance Coverage

As a member of the US Youth Soccer, PRFC receives general liability and accident, medical, death and dismemberment coverage.  This policy changes from time to time, and can be reviewed www.usyouthsoccer.org.  There are several limitations and aggregate limits to the policies.  In the event of a medical injury, the policy is secondary to the participant’s primary health policy. 

The Procedure for making an insurance claim is as follows:

  • Immediately notify Managing Director of a pending claim
  • Complete an accident report/ medical report and/or a behavior report available from Managing Director.
  • Managing Director will notify the insurance company of the claim and connect the claimant with the insurance company.

4 Religious Observance

Any player, who is unable because of his/her religious beliefs, to attend practice, games or any other PRFC event shall be excused from any such practice, game or event.  No adverse or prejudicial effects shall result.  If a player will miss a practice, game or PRFC event, for religious observation, the coach should be notified before missing the practice, game or event.

5 Special Needs

At the time of registering players on PRFC programs, parents are asked to indicate any special need requirements coaches need to be aware of.  Special needs will be communicated to the coaches and they will be informed of the best procedure for the child.  Contact may be made with the parents to discuss the child’s needs and make judgment on the suitability of current programs and determine if provision is suitable for the child. 

PRFC also recognize that every child may have a temporary ‘special need’, specific to a day or a week, which may be due to disruptions or changes in their home environment, for example a family bereavement.  When this is the case PRFC will work with parents to ensure that a child’s needs are met.

PRFC does not profess to offer care for special needs participants.  It is entirely incumbent on the parents/guardians to disclose and discuss all learning, medical or behavioral issues and requirements for their child.  PRFC reserve the rights to deny access to training/games or other activities of any participants if the coaches are unable to attend to a player’s special needs or if they are spending an inordinate amount of time doing so. 

Special needs must be communicated during the registration process.  Failure to disclose learning, medical and/or behavioral issues is subject to the disciplinary procedures set forth in this document.

6 Parent/Guardian Partnership

PRFC operates in partnership with parents and guardians, to meet the needs of the participants, both individually and as a group. 

Information is shared with parents of the child including; registration information, details of program, addresses, contact numbers, operating times, sample program information, and a list of items the participants should bring on the day.  

Email is the preferred methods for exchanging information between parents/guardians and PRFC.  Appropriate and prompt action is taken regarding any concerns raised, and a record of all complaints is maintained.  All PRFC volunteers are made aware of the need to maintain privacy and confidentiality.

For the safety of children, a parents or guardian is expected to attend all practices and games.  PRFC or team Coaches are not responsible to plan for children to go to the bathroom or for collection after practice.

7 Equal Opportunities

PRFC recognizes the importance of the following:

It is the intention of PRFC never to tolerate discrimination on race, color and religion.  Positive attitude and behavior is promoted, whilst discriminatory attitudes, comments and behavior will be challenged, whether these are from players, parents, coaches or administrators.

PRFC welcomes participants of all religious beliefs, faiths, cultures and abilities. Whatever their race, religion, language, disability, personality or lifestyle, PRFC aims to provide equal opportunities for all.  We will investigate and act quickly where it is identified that discrimination towards a child has occurred during their participation.

8 Tournament Participation

Participation in tournaments in and outside the state is strongly encouraged providing the team can compete at the level of the tournament.  Prior to commencement of the season, parents will be notified the tournament dates and cost (when available).  ‘Permission to travel’ may be required to travel to tournaments and games outside of the state.  All tournament applications require Director of Coaching approval.

Prior to applying for a tournament, the Head Coach must submit a request to the Director of Coaching, including dates, locations, tournament rules, application form and costs. 

9 Cancellations and Make-Up Sessions

Soccer is a sport played in most reasonable weather conditions.  Rain, light snow, warm, cold and breezy conditions are not generally reasons to cancel.  However, there will be times when practices, games and other events must be cancelled.  Whenever possible, cancellations will be decided at least an hour in advance of the scheduled start time, however there may be circumstances when a decision to cancel must be made just before or during the event.  Make-up dates for cancelled sessions are rarely available and we schedule the length of the season to accommodate anticipated weather related cancellations. 

Cancellations will be communicated to members via the team page, sports engine initiated email and text (must opt in)  on the front page of the club’s website and via social media.

10 PARENT AND COACH COMMUNICATION

In the immediate aftermath of a game or practice a parent may wish to discuss with the coach a player development topic, coaching approach or a situation occurring during the practice or game. Immediately following is not the right time to have such discussions so to effectively address any concerns, parents must observe a 24-hour communication rule - one full day before initiating communications with coaches or the Director of Coaching.
