PRFC NORTH VALLEY 5v5 Kickoff Tournament Rules 

  1. Rrd c5 FIFA: Laws of the game apply except where specifically changed.

  2. NUMBER OF PLAYERS; REQUIRED COACH: The number of players on field is: 5v5 (4 + goalie). The minimum number of players required to play a game is 3. An adult coach must be on the team side for all games. Nine is the maximum number of players on each team’s roster.

  3. GAME LENGTH AND FIELD SIZE: The length of tournament games is 24 min. (2) 12 min halves with a 2 min halftime. Fields are approximately 25×40 yards.

  4. HomeTeam should wear white or light colored jerseys. Away team will wear black or dark colored jerseys. In the event that teams have a uniform similarity or conflict the away team will be asked to wear “Pinnies” during the game.  

  5. SUBSTITUTIONS: Substitutions are unlimited and may be made when the ball is out of play (any stoppage) Players do not need to wait for referee approval as players may substitute (Fly-In Subs) only on stoppages. 

  6. START OF GAME: A kickoff need not be played forward. Goals cannot be scored directly from a kickoff. Size 4 ball will be used for 2014-2011. Size 5 2010-2008. Home team kicks off and the visitor chooses a goal to defend. There is no coin toss.

  7. RESTARTS: All restarts are indirect (must touch another player on either team for a goal to be scored on restart), except penalty kicks and free kicks for handling.

  8. KICK-INS: When the ball goes over the touch line (sideline), play restarts with a kick-in. There are no throw-ins. A kick-in is taken properly only if the ball is placed on or within 1 yard of the touch line where it left the field, the ball is stationary when kicked, the player taking the kick takes no more than 1 step up to the ball and the player does not double touch the ball. Since the ball is already on the field of play, it is in play when it is kicked and moves; if it goes over the touch line after being kicked, there is no re-kick, and the restart is a kick-in for the other team.

  9. GOALIE THROWS IN PLACE OF GOAL KICKS: There are no goal-kicks. When the ball goes across the goal line, the goalie must retrieve the ball in hands and throw it into play from the penalty area to outside the penalty area within 4 seconds and not play it again until touched by another player. For violation of the 4 second rule, the other team will have an indirect kick from midfield.

  10. GOALIE RELEASE LIMITATIONS: On a goalie throw (whether result of a save or goalie throw), the ball must touch the turf or a player before crossing midfield. If the ball goes over midfield line without touching the turf or a player from either team, the other team shall be awarded an indirect free kick from midfield. Goalie cannot punt the ball. Only on a save, a keeper may become a field player entitled to kick the ball in the air over the half-line if (a) goalie rolls the ball on the ground and it is outside the penalty area then may kick or pass freely outside the area. Opposing team may challenge for the ball once it is on the ground.

  11. PASS TO GOALIE: On a deliberate pass from a teammate, the goalie cannot use his hands, identical to outdoor rules.

  12. MINIMUM DISTANCE: On free kicks, goalie throws, corner kicks, penalty kicks, kick-ins and kick-offs, the opposing team must be 4 yards away from the ball.

  13. FIELD MARKINGS: The goal area and penalty area are the same area

  14. FOULS/PENALTY KICKS: All free kicks are indirect, with the exception of handballs. Penalty fouls inside the penalty area still result in a penalty kick. Penalty kicks are taken from the penalty mark.

  15. HEADERS: No heading the ball in 2012, 2013, and 2014. An intentional and deliberate header will result in an indirect free kick from the place of the header. If inside the penalty area, the ball will be moved outside the penalty area.

  16. NO OFFSIDE: There is no off-side rule.

  17. SCORING: The tournament will utilize the 10-point scoring system. Teams will be awarded 6 points for a win, 3 points for a tie, and 0 points for a loss. In addition, 1 point for each goal scored to a max of 3 and 1 point for a shutout. A 0-0 tie is scored as 4 points. 

  18. DELAY OF GAME: The referee has the official time on the field and holds the right to take necessary action if he/she feels that a team is delaying the game. 

  19. FORFEITS: Teams are given five minutes from the scheduled game time, or from delayed start time due to unforeseen circumstances, before the referee issues a forfeit.

  20. The Tournament Director must approve all forfeits before the game is considered an official forfeit: The Tournament Director has the option to replay a forfeited game if deemed necessary. Any team forfeiting three games during pool play may be removed from the tournament. Any team forfeiting one game during the playoffs may be removed from the tournament.

  21. TIES IN THE FINAL: If a game is tied after regulation, the game will move to a sudden-victory, 12-minute overtime period where the first team to score will be declared the winner. If the game remains tied after the 12-minute period, the game will move to penalty kicks where each player on the team will take a kick. FIFA PK rules.

  22. BRACKET WINNERS:
    Flights with 4, 5, or 7-teams, the top 2 teams in points move on to finals. With brackets of 6, 8, or 9-teams, they will be split into 2 brackets. The winner of each bracket will play in the final.
     

  23. REFUND POLICY: refund minus $30 administration fee will be given if the tournament is cancelled. Teams playing less than 3 games will be issued a prorated refund minus the administration fee. If there are not a sufficient number of teams to form a bracket, your team will be refunded in full.

 FIELD OF PLAY Dimensions: 25 yds wide x 40 yds long Penalty Area: Box measuring 2-3 yds from each post, and 6 yds into field (deep) Penalty Mark: 8 yds from the mid-point of the goal line Substitution Zones: 6 yds zone (3 yds on each side of halfway-line) on the bench side of the pitch The Goals: 6ft high x 12ft wide THE BALL Size: #4 regulation Ball 

NUMBER OF PLAYERS – 5 including GK Minimum Number of Players to Start Match: 4, one of whom shall be a goalkeeper Maximum Roster: 9

No limit Substitution Limit: Substitutions can only be made when the ball is out of play. Referee does not need to consent.  

DURATION OF THE GAME Duration: Two equal periods of 12 minutes. Half-time: 2 minutes 

FOULS AND MISCONDUCT – FIFA Rules All the Free Kicks are INDIRECT. Penalty Kicks will only be used for tie-breakers – Final/Consolation 

PENALTY KICK To be taken from the penalty mark, 8 yards from the goal line. All players must be out of the penalty area. 

OFFSIDE – There is no offside in 5v5. 

THROW-IN – A KICK-IN will be taken in place of the throw-in. 

FREE KICK/KICK-IN – distance from the ball – 4 yards. 

GOAL KICK From inside the penalty area, the goalkeeper rolls the ball into play. Ball must be played within own half or touch the ground within own half. Ball must clear the Penalty Area for an opponent to play it. A teammate may play the ball within the Penalty area. 

OFFICIALS / REFEREES Single Referee will call the games. 

RESTART TIME LIMIT – Restart must take place within 5 seconds, or the ball is awarded to the opposing team (enforcement to take place gradually). 

PASS BACK TO GK – GK may not handle the ball. 

SPORTSMANSHIP Players, coaches and spectators are expected to act in the nature of good sportsmanship at all times. Abuse of the referees will not be tolerated. Any instance of such conduct will lead to ejection without refund for the offending team. 

The points and tie-breaking criteria are as follows, head-to-head, then most goals scored, then least goals allowed, then record versus common opponents, then coin flip.  Final games – 12 min overtime – Golden Goal rule applies (i.e. first team to score, wins)
